(Los Angeles, CA) As crime spikes across California, state and local lawmakers are collaborating with ex-offender advocacy groups to examine “alternatives to incarceration” for youth and adults, considering far-reaching changes such as the permanent elimination of juvenile probation camps, releasing criminals into neighborhoods for supervision by community-based organizations.
