Critical Emergency Staffing Measures are Necessary to Keep Los Padrinos Open

Dear Sisters and Brothers,


On December 17, 2024, the Los Angeles County Board of Supervisors, by a vote of 4 to 1, approved Motion (71-A), declared a “Local Emergency” due to suitability issues at Los Padrinos Juvenile Hall. The Board’s emergency proclamation cited that the release of high-risk youth would pose an extreme danger to the community, as well as to the health and safety of individuals and property within county limits.


To address the critical staffing shortages at Los Padrinos, your Executive Board, on behalf of the members of AFSCME Local 685, is making the following emergency recommendations to the Chief Probation Officer:


  • Implement an emergency manpower shortage recruitment rate of 25% above the normal rate of pay for staff assigned or deployed to Los Padrinos.

  • Provide double overtime for overtime hours worked by staff assigned or deployed to Los Padrinos.

  • Extend the manpower shortage recruitment rate to DPO Is (RTSB) who volunteer to transfer to Los Padrinos for six months.

  • Post a promotional examination for qualified RTSB candidates for promotion to DPO II.

  • Offer an additional salary step (5.5%) for DPO II Field Officers who commit to a one-year voluntary reassignment to RTSB.

  • Implement Alternative Work Schedules with mandatory weekend staffing coverage.

  • Voluntary Standby program (per MOU).

  • Enhance Juvenile Accountability and Employee Wellness through the LP HOPE Center.


These recommendations are intended to stabilize staffing levels, ensure operational continuity, and maintain the safety and security of Los Padrinos Juvenile Hall. Implementation of these emergency recommendations will satisfy BSCC Title 15 staffing requirements.


Your Executive Board will continue to provide information to the membership regarding Los Padrinos juvenile operations as available.
