Dear Sisters and Brothers,

In 2019, the Board of Supervisors voted unanimously to ban pepper spray (OC spray) in the juvenile halls and camps. As we all know, the ban has not yet been implemented, presumably due to the high price tag of the Department’s implementation plan.

Supervisors Solis and Horvath have introduced a motion, which will be heard at tomorrow’s meeting of the Board of Supervisors, to push forward with the phase out of OC spray in two units at Central Juvenile Hall. We are working diligently to mitigate the impact of the motion to assure the safety of the youth in our care and of the staff and providers who work at Central Juvenile Hall.

In solidarity,

Jonathan Byrd

Vice President and Chief Steward
